    Promoting the integrated and clustered development of strategic emerging industries and building new growth engines such as artificial intelligence. On April 28, the Political Bureau of the CPC Central Committee held a meeting, clearly emphasizing the importance of general artificial intelligence development, fostering an innovation ecosystem, and addressing risk prevention. Many cities have intensively released policy documents to support the AI industry, aiming to seize the high ground in AI development. In recent years, Guangzhou has diligently implemented policies such as the Three-Year Action Plan for High-Quality Development of Guangzhou's AI Industry Chain (2021–2023), achieving initial success in AI industry development and demonstrating comprehensive strength in innovating large models:

    1. Abundant and Highly Shared Data Resources: The Key Cities Big Data Development Index Report (2021) ranked Guangzhou 4th nationally in big data industry development. According to the Global Open Data Index for Major Cities (2022), Guangzhou ranked 8th globally in open data, with its data quality ranking 7th worldwide (second only to Shanghai and Shenzhen domestically), highlighting its deep and high-quality progress in data openness and sharing.

    2. Superior Algorithm Supply with Strong Support: Guangzhou's network infrastructure continues to improve, boasting the highest number of 5G base stations in the province and leading nationally. The city is also home to a concentration of national key disciplines, laboratories, and research institutions. Per the 2022 AI Top Talent Data Report by Maimai, Guangzhou ranks 5th among major cities for AI talent, accounting for 4.3% of the total.

    3. Robust Intelligent Computing Power: The 2022-2023 China AI Computing Power Development Assessment Report placed Guangzhou among the top 5 in the China AI City Rankings. The National Supercomputing Center in Guangzhou, with its Tianhe-2 system, maintains leading international computing speeds and technological standards, ranking 9th globally and 2nd in China in the 2022 Top500 Supercomputers list.

    4. Extensive AI Application Scenarios Empowering Urban Vitality: Guangzhou's comprehensive industrial system and vast consumer market drive deep integration of AI with the real economy and urban development. The China City AI Development Index Report (2021–2023) ranked Guangzhou 4th nationally in AI strength. The 2022 Global Unicorn List by Hurun Research Institute included 19 Guangzhou-based unicorns, 9 of which are AI companies. In 2022, 14 of Guangzhou's AI application scenarios were listed in the national AI Innovation Application Pilot Zone, ranking second only to Shanghai (17), showcasing strong capabilities in niche applications.

    Looking ahead, large models are expected to break through bottlenecks in AI industrialization. Currently, AI is entering a critical phase of empowering the real economy and large-scale application but still faces constraints. Large models, based on pre-training + fine-tuning, enhance AI's generality and adaptability, reduce reliance on data and algorithms, lower technical barriers and development costs, and accelerate industrial adoption.

    Adopting a strategic vision for large models, Guangzhou aims to foster a next-generation AI ecosystem through interactive empowerment. Large models drive overall AI industry acceleration, with data, algorithms, computing power, and applications as key elements. The synergy among large models, tool platforms, and application industries will help Guangzhou build a virtuous cycle of industrial digitization. As a new engine for the real economy, AI is crucial for modernizing industrial systems. Leveraging its data resources, Guangzhou should improve AI standards and evaluation systems, providing guidelines and best practices for niche applications. Continued open collaboration will further share computing and digital resources, opening large-model infrastructure to society and accelerating ecosystem formation. Focusing on fundamental AI research and addressing transparency and stability challenges will ensure sustained innovation and deep application of AI in Guangzhou.
