    Generative artificial intelligence technology is advancing rapidly, attracting significant global attention. Recently, multiple countries and regions have introduced regulatory measures to standardize the development of generative AI technology.

    China

    Recently, the Cyberspace Administration of China, along with six other departments, jointly released the Interim Measures for the Management of Generative Artificial Intelligence Services (hereinafter referred to as the Measures), which will take effect on August 15, 2023. The issuance of the Measures provides important legal safeguards for the healthy development of generative AI services in China.

    European Union

    On June 14 local time, the European Parliament, the EU's primary legislative body, passed a draft law called the Artificial Intelligence Act (AI Act). This bill will impose new restrictions on the most dangerous applications of the technology—voting to ban real-time remote biometric identification, which means facial recognition in public spaces in real-time will not be allowed. Additionally, companies like OpenAI and Google will be required to conduct risk assessments and disclose more data used in creating their programs.

    The EU's progress in regulating generative AI could have a significant impact on the field, which is estimated to be worth over $1.3 trillion in the next decade. Violations of EU regulations could result in fines of up to 6% of a company's annual revenue.

    United States

    In late June, the U.S. Department of Commerce announced that its National Institute of Standards and Technology (NIST) would establish a government task force to develop guidelines addressing the risks posed by generative AI while helping to seize the opportunities presented by this new technology.

    On July 21 local time, U.S. President Joe Biden met with the leaders of seven leading AI companies: Amazon, Anthropic, Google, Inflection, Meta, Microsoft, and OpenAI. These companies voluntarily pledged to the White House to watermark AI-generated content.

    Australia

    Recently, the Australian government stated that it would address existing legal loopholes and implement "safeguards" for new forms of AI technology. Ed Husic, Australia's Minister for Industry, Innovation, and Science, released recommendations from the National Science and Technology Council and a discussion paper on AI, focusing on targeted regulatory measures.

    United Kingdom

    According to Reuters, several national regulators in the UK are responsible for drafting rules covering AI regulation, including the Financial Conduct Authority. Currently, the authority is consulting with the Alan Turing Institute and other legal and academic institutions to enhance its understanding of AI technology.
