    In 2023, artificial intelligence has brought numerous surprises to humanity, making its way into households and industries alike. Meanwhile, policies and measures to ensure the healthy development of AI have been introduced.

    This year, ChatGPT became a global sensation, China's first regulatory document for generative AI was implemented, the first batch of domestic large-scale AI models were made available to internet users on a large scale, and the inaugural Global AI Safety Summit was held...

    Artificial Intelligence (abbreviated as AI) is a new technical science that studies and develops theories, methods, technologies, and application systems to simulate, extend, and expand human intelligence.

    Also known as machine intelligence, AI refers to the intelligence demonstrated by machines created by humans. Typically, AI refers to technologies that present human intelligence through ordinary computer programs.

    As the core driving force of a new round of industrial transformation, AI has become a new focus of international competition and a new engine for economic development. Currently, AI is accelerating its deep integration with the real economy, aiding industrial transformation and upgrading. After years of continuous accumulation, China has made significant progress in the field of AI, with theories and technologies becoming increasingly mature, applications expanding, and corresponding business models evolving.

    Since the introduction of the 'New Generation Artificial Intelligence Development Plan' on July 8, 2017, the AI technology industry has been rapidly developing with active responses from the industry, academia, and government. As the engine of the Fourth Industrial Revolution, the growth of the AI technology industry will become a key driver for national and regional economic transformation and upgrading.

    With new breakthroughs in scientific foundations and implementation carriers, emerging technologies such as brain-inspired computing, deep learning, and reinforcement learning indicate the growth of intrinsic momentum, marking a new phase in AI development.

    If asked what the hottest tech topic of the year is, large models would undoubtedly be one of them.

    At the beginning of 2023, a chatbot named ChatGPT took the world by storm. Built on large model technology, people could use everyday language to converse with this chatbot, asking it to answer various questions and complete written tasks. The term 'large model,' previously known only to a few professionals in the AI field, became a frequently mentioned buzzword.

    Within just five days of its launch, ChatGPT's user base surpassed one million. Two months later, its monthly active users exceeded 100 million, making it the fastest-growing consumer application in history.

    Computing power is a crucial technological foundation for the development of artificial intelligence. Intelligent computing, which integrates AI with computing power, can better meet the complex computational demands of real-world applications. However, for a long time, there has been no authoritative international standard for intelligent computing, and the construction of domestic standards is still in its early stages.

    With the rapid advancement of generative AI represented by large models, relevant regulatory policies are gradually being implemented. On August 15, the "Interim Measures for the Management of Generative AI Services," jointly issued by seven departments including the Cyberspace Administration of China, officially came into effect. This document is China's first regulatory framework specifically targeting generative AI, aiming to promote its healthy development and standardized application.

    Supported by industrial policies and increasingly健全的市场立法, China's AI market is expected to experience rapid growth, surpassing 300 billion yuan by 2025. As the world's largest application market for AI, China has seen swift adoption of AI technologies across various industries and scenarios. The rapid development of AI in China is stimulating economic growth across sectors, with immense potential in the application market.

    The current AI industry still faces six major challenges:

    • Disconnect between cutting-edge research and industrial practice;
    • Severe talent shortage;
    • Prominent issues of data silos and fragmentation;
    • Immature reusable and standardized technical frameworks, platforms, tools, and services;
    • Overdevelopment and盲目投资 in certain areas;
    • High barriers to entrepreneurship, with early-stage teams needing more support.

    Among these, the talent shortage is particularly acute. Over half of data scientists in the U.S. have more than ten years of experience, while in China, 40% of researchers have less than five years of experience. Currently, China has fewer than 30 university research labs dedicated to AI.

    With the continuous advancement of artificial intelligence technology, an increasing number of robots or intelligent programs will act as human assistants, helping people complete repetitive and dangerous tasks. However, as AI technology matures and becomes widely applied, people may face growing challenges in security, privacy, and ethics. Currently, the application of artificial intelligence across various industries is gradually entering a phase of deep, specialized integration, facing challenges in technological specialization, ecosystem development, and regulatory standardization.
