Beijing Mentougou to Build AI Large Model Industry Cluster

The 'Mentougou District AI Large Model Industry Innovation Development Three-Year Action Plan (2024-2026)' was recently released. The action plan proposes to transform Mentougou District into a nationally influential autonomous innovation hub for AI large models within three years.
In today's AI industry development, 'computing power' is an unavoidable concept. Computing power refers to the ability of computer equipment or computing/data centers to process information. Behind countless visible intelligent applications such as facial recognition, intelligent voice broadcasting, autonomous driving, and industrial digital twins lies the invisible support of computing power.
In February this year, the city's first market-oriented AI computing center—Beijing Ascend AI Computing Center—was established in Zhongguancun Mentougou Park. Currently, the first phase of 100P (1P ≈ 1000 trillion calculations per second)普惠 computing power has been put into use, providing a 'timely rain' for companies in need of computing power.
According to the Action Plan, over the next three years, Mentougou District will continue to build large-scale AI computing power infrastructure, particularly domestically developed and controllable computing power, offering普惠 computing power to enterprises through subsidies. The plan includes deploying 400P in 2023, 1000P in 2024, and 3000P by 2026 to meet the computing power demands of large model enterprises.
Computing power is indispensable, and models are equally crucial. Only with an abundance of general-purpose large models can numerous small and medium-sized AI enterprises complete their training within these models and subsequently develop their own application scenarios. However, developing models independently is costly. To address this challenge, the Action Plan specifies that Mentougou District will collaborate deeply with the Beijing International Big Data Exchange, partnering with leading data companies, research institutions, and industry associations to build an open platform for public datasets. This platform will release a batch of training datasets and evaluation sets for large AI models, accelerating the improvement of research quality and practical application levels of these models. It will also organize core data from scenarios such as smart cities, digital audiovisual, and healthcare, promoting openness to general-purpose large model enterprises in the district and supporting these enterprises in enriching and enhancing model capabilities.
Simultaneously, the district will continue to refine smart city scenarios, opening directories for "AI+government services," "AI+emergency command," "AI+smart tourism," and "AI+smart transportation," using AI to lead urban governance transformation. The smart city central management platform will integrate urban IoT sensing data, facilitate full-scenario data fusion, and apply industry-specific large models for decision-making analysis, helping Beijing become a global benchmark for the digital economy. Leveraging Mentougou's industrial foundation and application scenarios, the focus will be on three dominant industries: ultra-high-definition digital audiovisual, cardiovascular medical devices, and smart manufacturing. Regional leading enterprises will be encouraged to open their scenarios, supporting large model companies in developing AI solutions for "AI+digital audiovisual," "AI+healthcare," and "AI+smart manufacturing," and implementing a series of exemplary cases in Beijing.
To strengthen the cultivation of AI professionals, the Action Plan establishes an academician service station. Relying on academicians, domain experts, and industry leaders, it will guide the development direction of large models, formulate strategic plans for the industry, address challenges in practical applications, and accelerate the transformation of scientific and technological achievements, including large models.
