    Hubei is accelerating the development of its artificial intelligence industry, aiming to exceed 150 billion yuan in scale by 2025.

    In recent years, China has successively released policy documents such as the Three-Year Action Plan for Promoting the Development of the New Generation Artificial Intelligence Industry and the Guidance on Accelerating Scenario Innovation to Promote High-Quality Economic Development through High-Level AI Applications, providing significant support for breakthroughs in AI core technologies, product applications, and the exploration of new development models and paths.

    The Hubei Provincial Government Information Office held the fourth press conference in the series Promoting the 'Chain Leader + Chain Master + Chain Innovation' Mechanism to Accelerate New Industrialization Development, focusing on the AI Industry Chain. The province will accelerate the full-chain integration, whole-process convergence, and all-factor participation in the AI industry chain. By 2025, Hubei aims to achieve an AI industry scale exceeding 150 billion yuan, placing its overall technology and industrial development level within the top tier nationally.

    According to reports, the recently issued Hubei Province Three-Year Action Plan for Promoting AI Industry Development (2023–2025) clearly proposes implementing a 333 development path: leveraging the three major innovation hubs of Wuhan, Xiangyang, and Yichang as core supports; leading with the three regional platforms of Optics Valley, Auto Valley, and Net Valley; and focusing on breakthroughs in three core areas—industrial infrastructure, integrated applications, and industry services. The goal is to establish Hubei as a national hub for AI technological innovation, application demonstrations, and industrial development.

    By 2025, Hubei aims to achieve the following milestones:

    • AI industry scale exceeding 150 billion yuan
    • Over 100 major landmark achievements in key fields
    • 1–2 new national key laboratories
    • More than 5 provincial-level innovation platforms
    • Cultivation of over 30 influential AI high-tech enterprises and 100+ specialized Little Giant enterprises
    • Development of 5+ industry-specific large models and 500+ application demonstration scenarios
    • Formation of an industrial system with leading key technologies, pioneering applications, and balanced hardware-software development.

    Previously, OpenAI announced that ChatGPT has surpassed 100 million weekly active users. Since launching the ChatGPT and Whisper models via API in March this year, the company now has over 2 million developers, including more than 92% of Fortune 500 companies.

    Following the data release, OpenAI detailed a series of new features, including a platform for building customized versions of ChatGPT to assist with specific tasks, as well as GPT-4 Turbo—a new model with knowledge of world events up to April 2023 and the capacity to process prompts equivalent to over 300 pages of text. API prices have been reduced by nearly threefold, dropping to 1 cent per 1,000 input tokens.

    Analysis of China's AI Industry Development Trends

    The AMiner team from Tsinghua University's Computer Science Department, in collaboration with ZhiPu Research, has released the 2023 ranking of the world's most innovative cities in artificial intelligence and an analytical report on the top 500 global AI innovation cities. According to the report, China has 42 cities on the list, ranking second globally in terms of city count.

    China's AI industry scale reached 303.1 billion yuan, with a 15% year-on-year growth rate, slightly higher than the global average. As of now, China's core AI industry scale exceeds 400 billion yuan, with nearly 4,000 enterprises. The Chinese AI industry continues to expand, showing significant growth acceleration, and is poised to become the world's largest AI market in the future. In the post-pandemic era, the AI industry is expected to experience rapid development during the 14th Five-Year Plan period.

    Among the top 500 global AI innovation cities, China has 42 entries. In the top 100, 19 Chinese cities are listed: Beijing, Shanghai, Hong Kong, Hangzhou, Shenzhen, Nanjing, Xi'an, Guangzhou, Taipei, Wuhan, Hefei, Shenyang, Chengdu, Tianjin, Harbin, Changsha, Hsinchu, Dalian, and Jinan. Notably, Beijing and Shanghai, as China's first-tier cities, have entered the global top 10 in AI innovation index, with Beijing ranking second globally.

    The development of AI industry has become closely linked with regional technological innovation. Observing domestic AI industry development, there's a clear positive correlation between the number of AI financing events and local policy measures, regional GDP, and R&D investment.

    Geographically, Beijing, Shanghai, Guangdong, Zhejiang, and Jiangsu lead in AI financing events, with 76, 59, 53, 37, and 30 cases respectively.

In healthcare, AI assists in diagnosis, disease prediction, and even surgical procedures. In finance, it's used for risk management, stock trading analysis, and customer service.     Natural Language Processing (NLP) has made remarkable progress, enabling machines to understand and generate human language. Breakthroughs in this field have made applications such as virtual assistants, intelligent translation, and automated summarization possible.

    Currently, in the field of artificial intelligence research, deep learning and neural network technologies have become focal points. Deep learning is a machine learning method based on artificial neural networks, capable of recognizing images, text, and sound data, and performing classification and prediction. Neural networks simulate the human brain's nervous system, processing vast amounts of data and complex problems.
